community leaders and residents to share their experiences, knowledge, research, perspectives and ideas on the issues shaping our environment, our communities and our future.

It’s another way R4R is working to help close the information gap — bringing different

voices and perspectives into the conversation and helping make important issues

more understandable, relatable and connected to the world around us.

The Next Two Years Decide Who Is Still Here in Ten

Nobody describes their apartment when you ask why they love where they live. They describe the walk to the water, the banyan they park under in August, the guy at the counter who starts the order when he sees the car.

We are building almost none of that. What is going up instead is sterile — streets with nothing on them worth stopping for, no shade between the front door and the corner, nowhere a person ends up by accident next to someone they didn't plan to see. That is not a matter of taste. Sterile places make people lonely, and lonely places lose people. A city that stops giving anyone a reason to be outside stops being a city and becomes an expensive place to sleep.

I am a sustainability consultant. I run DAWN RE Enterprises Corp. here, I have spent two years working inside four South Florida city governments, and I hold LEED accreditation in neighborhood development — the standard that grades a place rather than a building: whether streets connect, whether a kid can walk to school, whether rain has somewhere to go. I trained at Harvard's Graduate School of Design and taught high school science before any of this.

I wrote this city a plan covering every neighborhood on my own time and my own money and gave it to staff and the Commission, because I chose this place and intend to raise my family in it. I also sit on the City's Sustainability Advisory Board, so I am in that building most weeks.

Here is the sequence I keep watching. First it costs too much to live here. Forty-nine of every hundred households in Broward County already earn less than it takes to get by — the line cooks, the teachers, the nurses, the dispatcher who answers when you dial 911. Then the jobs thin out, because a company stays where it can hire people who can afford to live nearby. Then the young leave, because they have the least holding them in place. I have been to those goodbye dinners. One lease at a time, quietly, people who wanted a reason to stay and never found one.

A city that loses those people loses its workforce, its customers, and its tax base at the same time. And the tax base is exactly what pays for everything we say we want. This August the City projected losing about $17 million in 2028 and roughly $27 million the year after — close to what ten thousand homes pay this city in taxes. The two options on the screen were cut services or raise rates and fees. Nothing else.

Which things get protected is being settled now, in this year's meetings. Tree planting and park upkeep go first every time, usually in the neighborhoods with the least shade already. We save a few hundred thousand dollars and buy ourselves a hotter summer, a street nobody walks down, and a drainage bill. On April 12, 2023, two feet of rain closed this city in a day and put water in living rooms that had never flooded. Protecting us from the next one is a $1.6 billion program, plus more than a billion to rebuild the water plant, which arrives on your water bill. Much of that was avoidable. Soil and tree roots move water for free until we pave over them and buy a weaker replacement made of pipe.

What makes this maddening is that almost nobody wants the outcome we are getting. Residents ask for the same handful of things year after year. Builders spend hundreds of thousands on drainage and traffic studies before breaking ground. But approvals here take years and promise nothing, so the safe forgettable project is the only rational one to file — and residents end up in the back row watching their own street get decided without them. Two groups who want nearly the same thing spend a decade losing to each other.

There is a way out that costs no one more. Publish the standards before an application arrives — how streets connect, where the shade goes, where the water goes, what belongs on the ground floor — and put the projects that meet them at the front of the line. The state took away our power to say no. It never took away our power to say yes faster. Certainty is the one thing a city can still hand out for free, and it is worth more to a builder than anything we no longer have the authority to demand.

The distance between here and there is smaller than people assume. The neighborhoods I have studied are not short of buildings. They are short of a park within a half-mile walk, a tree every fifty feet, a grocery you can reach without a car, and a corner worth standing on. A block of shade trees costs less than a block of drainage pipe and does part of the same job.

Protecting this place and paying for it were never opposites. Neighborhoods people stay in, jobs that last, and a tax base strong enough to survive the next storm are the same project. Fort Lauderdale gets built either way. The only question is whether we build the version people move toward or the version they move through — and that is being answered right now, in ordinary meetings, on ordinary streets, by the people who live on them. My generation intends to stay here. We would like something worth staying for.

From South Florida to the Mediterranean, Kenna-Faith Hovey spent her summer working alongside marine researchers studying wild bottlenose dolphins off the coast of Sardinia — gaining a firsthand look at the connections between marine science, conservation, boating activity and public education.

From South Florida to Sardinia:

Studying Bottlenose Dolphins in the Mediterranean

My name is Kenna-Faith Hovey, and I am currently an MPS student at the University of Miami Rosenstiel School of Marine, Atmospheric, and Earth Science, working toward a master’s degree in Marine Conservation.

I had the pleasure of spending my summer in Alghero, Sardinia, Italy, working with an NGO called MareTerra ODV(https://www.mareterra-erc.org/it/ ).  MareTerra advocates for scientific research and conservation of the common bottlenose dolphin in the western Mediterranean Sea and beyond.

The NGO works in partnership with Progetto Natura, an ecotourism group that gives visitors the opportunity to watch scientists conduct research in real time while sustainably enjoying the presence of wild bottlenose dolphins.

Our team is made up of marine biologists and conservation advocates who collect spatial distribution data on bottlenose dolphins aboard two research vessels in the Gulf of Alghero.

The common bottlenose dolphin is a cosmopolitan species found throughout tropical and temperate waters around the world. The IUCN Red List classifies the species globally as Least Concern (LC), though that broad classification does not necessarily reflect the status or challenges facing individual populations within the Mediterranean.

We have about 75 resident dolphins in the Gulf of Alghero, with more than 150 individuals sighted in the area. We are very fortunate to have so many bottlenose dolphins that have chosen Alghero as their home. But alongside these dolphins is also a high intensity of boat traffic and pollution.

The Port of Alghero is a major hub for excursion boats, fishing vessels, private vessels and boat rentals, creating potential disturbances for bottlenose dolphins. These disturbances include noise pollution and navigation activity, as well as water and air pollution from fuel, excess oil and litter. Because dolphins are air-breathing mammals that rely heavily on sound and echolocation, vessel traffic and underwater noise can affect their behavior and communication, while boat traffic can also increase the risk of vessel strikes. Waterborne pollutants can pose additional risks to their health.

Bottlenose dolphin distribution patterns may also shift as ocean conditions and water temperatures change — something that has been especially interesting to observe during the extreme heat experienced across parts of Europe this summer.

That is why, while aboard our vessels conducting tours, MareTerra ODV works to educate visitors about these stressors and ways we can help reduce their impacts. My time spent on the water spotting dolphins and educating the public about safe boating and ocean conservation was only one part of what made this internship so rewarding.

I also used the data we collected aboard the vessels to create spatial distribution maps of bottlenose dolphins in the Gulf of Alghero.

This research can provide useful information to policymakers and other stakeholders as they evaluate how effectively the Capo Caccia–Isola Piana Marine Protected Area is supporting bottlenose dolphins and their habitat. Extending from Capo Galera to Punta delle Gessiere, the protected area encompasses approximately 2,631 hectares of sea and 36 kilometers of coastline, including important marine habitats such as Posidonia oceanica seagrass meadows, submerged caves and coralligenous habitats.

By better understanding where bottlenose dolphins are spending their time and how they interact with protected areas, research like this can help inform future management decisions and determine whether protections might be adapted to better support the dolphins and their habitat.  Working with MareTerra has been such a rewarding experience. It has taught me not only how to navigate life abroad, but also helped me envision what my future career working with an NGO could look like.

Working alongside the other interns has been particularly rewarding because we come from all around the world. I have had the opportunity not only to immerse myself more deeply in the culture of Italy, but also to learn about other cultures through my roommates and boatmates.

I will forever be grateful for this experience and will remember it as an important part of what shaped me as I continue pursuing my dream of becoming a conservation scientist.

A Note from R4R

Sometimes the most interesting connections happen when you least expect them.

During a recent trip to Sardinia, my husband Jerry and I had the opportunity to head out on the beautiful blue waters of the Mediterranean with the MareTerra/Progetto Natura team as they searched for and studied wild bottlenose dolphins.

We thoroughly enjoyed our time with this wonderful crew — not only experiencing the excitement of searching for these beautiful marine mammals, but learning from a team whose knowledge, enthusiasm and genuine love for the dolphins and the waters surrounding Sardinia were evident throughout the day.

I was also struck by something unexpected. The Mediterranean was absolutely beautiful, but while snorkeling I saw surprisingly little marine life in the area we explored — although I did spot one gorgeous bright-orange sea star! It was another reminder that what we see on the surface doesn't always tell us the whole story about what is happening beneath it.

And then came an incredible coincidence: we discovered that one of the young marine conservationists working with the team, Kenna-Faith Hovey, was a graduate student at the University of Miami Rosenstiel School — right back home in South Florida.

We learned so much from Kenna and the team that day, and I knew I wanted to stay connected and learn more about the research she was conducting.  We’re delighted to have Kenna help launch R4R Voices and share her experience, research and passion for marine conservation with all of you.
